Securing SCADA for the future

What Melbourne Water needed.
A security review of their SCADA network revealed the need for added security. Melbourne Water also wanted to make it easier to diagnose faults in remote locations. They could achieve this by upgrading their Remote Telemetry Unit (RTU) hardware to connect directly with IP compatible communications equipment.

The Challenge.
Melbourne Water’s SCADA system is a patchwork of many brands of RTUs and Programmable Logic Controllers (PLCs). These include Logica’s MD-series RTUs, Kingfisher Series II RTUs, MOSCAD RTUs, ELPRO ERRTS, GE-Fanuc and a selection of the Allen-Bradley PLC range. The system supports many protocols including DNP3, KFII, ODBC as well as several other generic protocols. The new telemetry system had to take this into consideration.

The Result.
The goal of SCADA is to be able to monitor and manage field equipment from a central location so as to improve operating efficiencies and enhance safety. Melbourne Water has a large scale SCADA system with Remote Telemetry Units (RTUs) spread over many locations. Taking this into account we built in optional communication path redundancy...
